Do you change the toilet roll when it's empty?

I consistently see empty toilet rolls in semi-public bathrooms, e.g. at work, at the gym and it baffles me; why don't people change the roll when it's empty!?

Petra thanks for your message. I know how hard is it to change a toilet roll? I say this after just being in one of ours and it was changed however the empty cardboard holder was on the ground. Grrrrrrrrr. lol. Take care and have a great weekend. B.

Yes I do. However a certain member of my household leaves just a little on the roll and it is very annoying. We always have spare ones in the toilets so it is easy to change.

Always! Now if the question is - If you use the last roll on the spare roll holder in the toilet, do you get more out of the cupboard? the answer is sometimes.

'Semi-public bathrooms' makes this question a lot harder. If I know where the toilet roll is and it's easily changed, then of course I change it. But if I don't know where, or it's a toilet roll holder that I can't operate, then no - not cause I don't want to, but cause I don't know how.
