Is it ok for a female to ask her male partner to marry them?

Traditionally it's always been left to the male partner to propose to their female partner. Should it make a difference who asks who?

Yes definitely, there's no reason that only a male can propose to female. it will be easy for the girl to clarify and work out quickly instead of being in illusions .if she fails, we know that it will hurt her, but she will just have to accept the fact and move on just like what males do

Sounds like a good idea to me. Get the situation sorted. But no matter who is asking, don't rush in and scare the right one off. Proposing is usually best when you have know each other at least 6 months. And use friends and relos weddings as an excuse to talk about "when I am married" so you have some idea if you have the same "when we are married" expectations.
