Is saying 'please go away' to another student in primary school ok?

If you are being constantly followed and annoyed by another student who won't leave you alone, or is being your constant shadow every time you turn around, is it acceptable to tell them to go away or is this seen as bullying/exclusion? Does everyone have a right to personal space when needed or the freedom of choosing who they spend time with? Or do they all just have to share that space while at school? Is school any different from the wide open world?

She had tried talking to her being nice and saying I need to be with my other friends today but she doesn't take the hint. We have even spoken to her ...

Good luck with it I think maybe the schools need to teach them some strategies to use if there are kids like this.
