In my opinion, I think bullying can come from either. How the child is raised definitely has a lot to do with it but if a child is experiencing difficulties at school it can cause emotional problems causing them to take it out on other students.

I am sure bullying starts with children's home environment. Especially when they are subjected to violence and extremely bad language.

Definitely starts by someone in the family. But you would think they would learn not to do what they did not like on to another.

I think it starts at home and how children learn from what behaviour they see. It depends on kids upbringing!!!!
